เจ้าพระยาสุรวงศ์ไวยวัฒน์ (วร บุนนาค) หรือ “เจ้าคุณทหาร” เป็นบุตรสมเด็จเจ้าพระยาบรมมหาศรีสุริยวงศ์ (ช่วง บุนนาค) เมื่อ พุทธศักราช ๒๔๐๓ ได้เป็นอุปทูตเดินทางไปเจริญพระราชไมตรียังพระราชสำนักของสมเด็จพระจักรพรรดินโปเลียนที่ ๓ และใน พุทธศักราช ๒๔๐๙ ได้เป็นราชทูตเดินทางไปอีกครั้งหนึ่ง ครั้นถึงรัชกาลพระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัว โปรดเกล้าฯ ให้เป็นสมุหพระกลาโหม ขณะใกล้จะเกิดวิกฤตการณ์วังหน้าในช่วงต้นรัชกาล พุทธศักราช ๒๔๑๗ มีพระราชหัตถเลขาถึง “คุณสุรวงษไวยวัฒน์” ความว่า

“...ด้วยการเรื่องนี้ฉันมีความวิตกมากจริง ๆ แต่ถ้าจะว่าไปก็เปนการตื่น ๆ แต่ฉันมีความหวังใจอยู่ในตัวเธอมากว่าจะเปนคู่ชีวิตรฉันจริง ๆ ที่เธอจะออกไปเสียเมืองราชบุรีนั้น ฉันอยู่ข้างที่กรุงนี้ก็เปลี่ยวมากนัก การถ้าไม่เปนก็ดีอยู่ ถ้าเปนขึ้นอย่างไรฉันจะเหลียวไม่เห็นใครเลย ท่านเสนาบดีผู้ไดก็อยากอยู่ ขอให้เธอตริตรองชั่งใจดูให้จงมาก ถ้าจะคิดแก้ไขอย่างไรจะไปได้บ้าง ขอให้เธอมาหาฉันในเวลา ๔ โมงเสศวันนี้จงได้ จะได้ปฤกษากัน แต่หนังสือฉบับนี้อย่าให้ผู้ใดรู้ได้เลยเปนอันขาด ฉันมีความวิตกมากอยู่...”

Chao Phraya Surawongse Waiyawat (Worn Bunnag) [เจ้าพระยาสุรวงศ์ไวยวัฒน์ (วร บุนนาค)], also known as “Chao Khun Thahan” [เจ้าคุณทหาร], was a son of Somdet Chao Phraya Borom Maha Sri Suriwongse (Chuang Bunnag) [สมเด็จเจ้าพระยาบรมมหาศรีสุริยวงศ์ (ช่วง บุนนาค)].

In 1860, he served as deputy envoy on a diplomatic mission to renew royal relations with the court of Emperor Napoleon III [สมเด็จพระจักรพรรดินโปเลียนที่ ๓]. In 1866, he travelled to France once again, this time as royal envoy.

During the reign of King Chulalongkorn, Rama V [พระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัว รัชกาลที่ ๕], he was appointed Samuha Phra Kalahom [สมุหพระกลาโหม], or Minister of Defence. As the Front Palace Crisis [วิกฤตการณ์วังหน้า] was about to unfold in the early years of the reign, in 1874, King Chulalongkorn wrote a royal letter to “Khun Surawongse Waiyawat” [คุณสุรวงษไวยวัฒน์], stating:

“...I am truly very anxious about this matter. Perhaps it may only be a moment of alarm, yet I place great trust in you, believing that you will truly be my companion in life. If you go away to Ratchaburi, I shall feel very lonely here in the capital. If nothing happens, then all will be well. But if something should happen, I shall look around and see no one. Whichever ministers there are, each wishes to remain where he is. I ask you to consider this very carefully. If you can think of any way to resolve the matter, please come to see me at four o’clock this afternoon without fail, so that we may consult together. But this letter must absolutely not be known to anyone. I am in a state of great anxiety...”
